The booklet Basic Concepts and Dilemmas of Citizenship Education presents some of the basic concepts in the broader subject area of citizenship education. Although each of the concepts presented in the booklet is written in an unbiased and objective manner, the booklet does not offer simple answers or one-size-fits-all solutions, but rather, through an analysis of the basic concepts and dilemmas of this subject area, it recasts some of the fundamental questions in the teaching of civics. As many projects, strategies and initiatives, as well as examples of 'good' practice, confirm, the search for clear-cut answers to specific challenges and problems (despite the increased interest of theorists, policy-makers and educators) has been confronted with a series of missed encounters and missed opportunities. In order to avoid a rhetoric that largely bypasses the tensions, challenges and dilemmas of each concept, each concept is presented in all its complexity and contradictory nature. In fact, the proposed answers in the broader field of citizenship education all too often become part of the problem rather than part of the solution.
