The public policy recommendations are based on the results and lessons learnt, with the following intellectual outputs: 1) A mapping of existing participatory practices and models for the repurposing of educational buildings and spaces, 2) A repurposing model for educational buildings and spaces for higher education institutions, and 3) A manual for the implementation of the model. These findings have been translated into the context of public policy-making and public governance in the field of spatial planning and the change of use of public spaces and buildings. This provides university leaders, local authorities (municipal and city/municipal leaders) and policy makers with concrete suggestions on how to develop a framework for the planning and implementation of inclusive and participatory processes that support the meaningful role of different stakeholders in processes leading to the change of use of buildings and spaces. This strengthens the role and influence of stakeholders in processes leading to change of use.
